Most major corporations of the Russian Federation consider railway logistics as non-core function. As a consequence, the development of this function is hindered, investments are made, mainly to repair wagons, locomotives and railways or to purchase new wagons instead of worn out to maintain economic security of business. However, there are organizational and software-technical solutions that could make a breakthrough in this area in terms of increasing the productivity of logistics assets and reducing specific logistics costs.

This article focuses on a process approach in the management of socio-cultural services. The main objectives of the application of logistics principles taking into account the specifics of services socio-cultural service. In the paper an attempt is made to prove that the services contains key factors of economic growth, economic performance indicators socially-the cultural sphere should be added and the performance of logistics activities. Advantages of the process of formation of a single logistics system of the sphere of socio-cultural services and facilities.
