The agency obtained access to the information system of the Russian sealing operator Digital Platforms Development Center. Rosselkhoznadzor will analyze the transit of sanctioned goods of animal and plant origin through the territory of the Russian Federation. Transit will be tracked using electronic navigation seals.
Rosselkhoznadzor will have access to detailed information on the type of cargo according to the Foreign Economic Activity Commodity Nomenclature (FEACN), the points of entry into and exit from the Russian Federation. The System for Tracking Goods Transportation also makes it possible to track the exact location of the vehicle.
Transit of sanctioned goods across the territory of Russia was authorized by the President of the Russian Federation in Order No. 290 dated June 24, 2019, on condition of using electronic navigation seals. All such shipments are tracked using a shipment tracking system that collects, processes and stores data about the location and condition of the goods in real time and transmits this data to oversight and supervision authorities online.
The presence of the seal on the cargo compartment of the vehicle prevents access to the cargo and its unloading in the Russian Federation. The seal provides continuous control over the transportation, which allows for a prompt response to alerting events that may occur throughout the delivery, such as changes of route or attempts to gain unauthorized access to the cargo compartment.
