Use of Electronic Seals Can Lead to an Increase in the Russian Cargo Traffic through the Territory of Lithuania by 15%

The use of electronic navigation seals for the transit of Russian goods through the territory of Lithuania was discussed at a meeting with Eitvydas Bajarūnas, the Ambassador Extraordinary and Plenipotentiary of Lithuania to the Russian Federation.

The meeting was attended by the representatives of the Russian sealing operator, Digital Platforms Development Center LLC, and JSC Russian Railways. The representatives of the Lithuanian delegation were shown the functionality of the electronic navigation seal; they were told about its possibilities and the prospects for opening a "green corridor" through the territory of Lithuania.

Almost the entire Russian transit to Kaliningrad goes through Lithuania. The volume of domestic Russian traffic to the Kaliningrad Region is about 6 million tons per year, of which 3.5 million tons account for import and 2.5 million tons account for export. The reorientation of the cargo traffic to Russian ports, in particular to Ust-Luga, annually takes 15% of Lithuania's transit.

According to experts, the delivery of goods to Kaliningrad through the territory of Lithuania by rail makes each ton of them more expensive by an average of USD 30. The rise in costs is related to border crossing and associated costs for registration and translation of transport documents.

On the average, it takes 7 days to deliver goods from the mainland of Russia to Kaliningrad. The use of electronic navigation seals will reduce this time in half by decreasing the number of documents for declaring goods, the time for customs operations and by minimizing the customs control forms.

Facilitation of transit, fast passage of border checkpoints, and reduction in the time to deliver goods will increase the traffic through the territory of Lithuania by 15%. Saving resources and reducing the delivery times will allow suppliers and carriers to free up additional working capital.

"The electronic exchange of legal documents will simplify the regulation of transit through the territory of Lithuania and the presence of an electronic navigation seal on the cargo compartment will confirm the fact that the goods were not accessed after sealing and that there is no need for inspections to be conducted by control and supervisory authorities at border checkpoints. In the future, it will result in establishing "green corridors" for cargo transportation throughout the EAEU," noted Artem Popov, Director of the Project Management Department, Digital Platforms Development Center LLC.

"During the period when the transit of sanctioned goods through the territory of Russia was banned, carriers of Lithuania and neighboring EU countries have found other markets and routes to deliver goods. At the same time, most recently we have been actively using all the opportunities of electronic navigation seals to optimize logistics and ensure safe transportation of transit goods to the Asian countries. The route through the territory of Russia allows us to significantly save on each transportation due to a great reduction in the time required to deliver the goods. In this regard, the use of electronic seals for Russian transit to Kaliningrad through Lithuania seems to be promising," commented Eitvydas Bajarūnas, the Ambassador Extraordinary and Plenipotentiary of Lithuania to the Russian Federation.
